Ballard, of McDonough, Ga., pleaded guilty Thursday in federal district court to running a five-year real estate investment scam that bilked millions from victims in Georgia, Florida and Tennessee. Ballard, a former real estate and business law attorney, operated a fraudulent real estate investment scam, commonly known as a “Ponzi” scheme. From September 2002 through May 2006, he collected more than $2 million.

In Miami-Dade and Broward Counties, it is customary for the Buyer to pay for title insurance in a real estate closing ; however, in Palm Beach, and most other parts of the State, it is customary for the Seller to pay. Even though these are the customs, sometimes the answer depends on which Real Estate Contract is used for the transaction. I have been conducting home appreciation studies on many Tallahassee neighborhoods, hoping to find some that are doing well despite the tough market that we are in. Most Tallahassee subdivisions have seen depreciation (from the peak of the market) in the 15 to 20% range, and reduced unit sales by greater than 60%. But this morning, I stumbled upon a Tallahassee neighborhood that has thus far bucked part of the recent trend.
