The Consumer Prices Index (CPI) – an official measure of inflation was 1.8% in July. This is the same as June, which is below the Government’s 2% target. Figures published today by the Office for National Statistics also reveal that annual inflation as measured by the Retail Prices Index (RPI) – which includes housing costs such as mortgage interest payments and council tax – was minus 1.4%, compared with minus 1.6% in June. The report states that falling food and non-alcoholic beverages had the greatest downward influence on the CPI.

The common question that most folks have is can the Obama foreclosure plan work for me. Lets look over the options that loan holders have that are about to drop behind on their home mortgage or are already behind in their loan. Most of the options are pretty much set in stone and you might not qualify over the simplest of options.

We have been so busy at UK PLC that I have not written to you the shareholders for some time. Now there is a little August pause I am able to do so. I am pleased to report that our recently acquired bank subsidiaries remain loss making. Some of you were concerned in case the large losses of 2008 were not sustainable, and even speculated that we might be forced into profits this year. Fortunately we should be able to continue with a satisfactory rate of loss, although it would be unrealistic to expect us to sustain the level of 2008 which was exceptional.

Since the direction of the housing market is now largely determinate on bank underwriting practices, and this is a fairly abstract thing, unlike mortgage rates, I like to look at this report from the Fed called (released at 2pm today) Senior Loan Officer Opinion Survey on Bank Lending Practices . The message seems to be that bank underwriting hasn’t gotten any tighter over the past several months, but it is still constrained. Residential mortgage loan demand (prime) has done better than other types of lending.

The bond market is performing well today and rates are better based on a beguine CPI report. Inflation is basically at zero with a year over year decline of 2.1% – the lowest rate since 1950. Maybe more important than that, for the future of low rates, is the fact that the Fed purchased another $42b in treasuries this past week. The Fed has only committed to buy treasuries through October of this year.

Mon MM Recap for Aug. 17th U. S. Treasury securities had a good week, as prices rose and yields fell due to economic reports that disappointed Wall Street and created safe-haven buying opportunities.  News of low inflation and successful Treasury auctions indicate that demand for government debt remains strong. On Monday bond prices moved off their two-month lows, and yields — which move inversely with price — fell from two-month highs.  Stocks, which hit 10-month highs the previous Friday, sold and some of those profits landed in bonds.

A wonderful article in the Wall Street Journal this week focused on changes in buying vs. renting as outgrowths of the American Dream and supported the position that the Obama Administration should turn to helping renters, rather than putting all of its money into revitalizing the housing market. The idea is an interesting one. Before the Great Depression, those who owned homes were either very wealthy or people who built them themselves. The vast majority of Americans rented.
